On a suggestion of the Central Vigilance Commission, the module titled “Towards an Ethical Work Culture” was developed jointly by DMRC and IC Centre for Governance specifically targeted for corporate executives and managers of public sector enterprises (PSU’s) as well as of public Sector Banks (PSB’s). The intention was to design a course drawing from the respective strengths of these two organizations.
Delhi Metro Rail Corporation (DMRC) has been instrumental in revolutionizing the work culture and enhance professionalism in their managerial and executive cadres largely because of the ethical work practices and work culture embedded in its organizational structure. As a result, an institutional ethical work culture has been the hall mark of its official running of commuter services in Delhi NCR.
The IC Centre for Governance (ICCfG), on the other hand, is a not-for-profit Public Charitable Trust and holds ethics in public service as an article of faith. It has worked ceaselessly to build policy capacity through an extensive programme of research in governance practices. Its signature ethics training module titled “Ethics in Public Services” has been its most visible initiative and over the past two decades it has sensitized the higher bureaucracy consisting of All India as well as Central Services besides State Government officers and Corporate executives of Public Sector enterprises on the criticality of personal ethics to improve public governance.
The programme content has been specially designed to bring synergy between personal ethics and institutional ethics to create an ethical work culture in any organisation. Its impact gets reflected in the overall improvement of efficiency, productivity and transparency. Like all our programmes it is essentially participative and through sharing of experience and group discussions.
