Research and Studies Conducted by the IC Centre for Governance

We conduct research and studies focused on identifying the causes behind the widespread discontent with the conduct of public governance in India. Our preliminary conclusion was that the fundamentals of our fledgling democracy are sound—an extremely robust and enlightened constitution, crafted after studying existing international documents, along with well-structured institutions for the delivery of public services. We found that there was no need for a radical restructuring of these organizations. Instead, what was needed was a shift in the mindset of the public functionaries overseeing these institutions.

This insight led us to consider ethics as a potential avenue for bringing about an attitudinal change, thereby ensuring good governance among public functionaries. In subsequent years, our research initiatives have covered the following areas, which involve evaluation of government policies as well as social audits of public institutions. These include:

 

DELHI METRO - A Study on Institutional Ethics

The Centre has conducted a study on institutional ethics within the Delhi Metro, focusing on the ethical practices, policies, and governance structures that guide its operations.

The study aims to evaluate how Delhi Metro, as a major public transportation service, upholds ethical standards in its decision-making processes, employee conduct, customer service, and corporate social responsibility. It examines areas such as transparency, accountability, and the management of resources, as well as how ethical considerations are integrated into everyday operations. The study also explores how Delhi Metro addresses issues like safety, environmental impact, and customer satisfaction, while maintaining high ethical standards. The findings are expected to provide valuable insights into strengthening institutional ethics and ensuring the continued trust and confidence of the public in the Delhi Metro system.

Study on the Working of the Public Grievances Commission of the Government of Delhi

The study on the working of the Public Grievances Commission (PGC) of the Government of Delhi aims to assess the effectiveness and efficiency of the commission in addressing citizens' complaints and grievances. The PGC plays a crucial role in providing a platform for citizens to voice their concerns regarding government services and public administration. The study examines the processes followed by the commission, the responsiveness of government departments to grievances, and the outcomes achieved in resolving public issues. Additionally, it explores the challenges faced by the commission, such as delays in resolution, lack of awareness among citizens, and resource constraints. The findings from this study aim to offer recommendations for improving the grievance redressal system, ensuring quicker and more transparent resolutions, and enhancing the overall public service delivery in Delhi.

Women at the Grassroots Level

Study on Empowerment of Women with Special Reference to Governance at Grass-Root Level

The Centre has conducted a study focused on the empowerment of women, with particular emphasis on their role in governance at the grass-root level. The study aimed to explore how women's participation in local governance structures, such as Panchayats and municipal bodies, contributes to decision-making processes and community development. It highlights the challenges women face in accessing leadership roles, including societal norms, limited resources, and lack of support. The study also examines the impact of policies and initiatives designed to empower women, fostering their active involvement in governance. By identifying key barriers and enablers, the study provides valuable insights into strengthening women’s leadership and enhancing their contribution to effective governance at the grassroots level.

Right to Information (RTI)

Impact and Awareness on Right of Information

The Centre has conducted a seminar and workshop aimed at spreading awareness about the Right to Information (RTI) and its impact on promoting transparency and accountability in governance. The seminar featured expert discussions on the significance of RTI in empowering citizens and improving public service delivery. The workshop provided practical training on how to effectively utilize RTI to access public information, focusing on the procedures, challenges, and best practices. This initiative not only raised awareness but also equipped participants with the necessary tools to navigate the RTI system, fostering greater civic engagement and reinforcing democratic processes. The event also examined the broader impact of RTI on governance, highlighting its role in ensuring government accountability and enhancing public trust.
